Canada legalized cannabis nationwide in 2018, but the day-to-day rules — age limits, where you can use, and how you can travel with it — are set province by province.

The short answer

Recreational cannabis is legal across all of Canada under the federal Cannabis Act. That federal framework sets the baseline — quality control, packaging, possession limits — and each province layers its own rules on top for age, retail model, and public consumption. For travelers, this means cannabis is legal everywhere you go, but the specifics shift each time you cross a provincial line.

Alberta & Quebec

Lowest legal age in the country. Valid government ID required at every dispensary visit.

19+

Ontario, BC, and most others

Standard age across the rest of Canada including Ontario, British Columbia, Manitoba, and the Atlantic provinces.

A valid passport works nationwide. Some provinces also accept foreign driver's licenses.

Dispensaries cannot sell to anyone underage. Buying for a minor is a serious criminal offense.

Public consumption rules

Public consumption is where provincial differences become most visible. British Columbia treats cannabis roughly like tobacco — legal in many outdoor public spaces where smoking is already allowed. Ontario takes a similar approach. Alberta is stricter, banning use in most public spaces. Quebec is the most restrictive, prohibiting cannabis use in nearly all public areas including parks and patios. Always check city-level bylaws — Toronto, Vancouver, and Montreal each add their own restrictions on top.

Traveling with cannabis inside Canada

You can legally travel with up to 30 grams of dried cannabis (or equivalent) between provinces within Canada — including on domestic flights. Keep it in original sealed packaging, in carry-on or checked baggage. The hard line is any international border: bringing cannabis into or out of Canada is a federal offense on both sides, even when flying to a U.S. state with legal recreational cannabis.
